Position Description
The Procurement Officer - Contract Compliance Administrator is located within the Business Assistance Office of the Procurement Division. This position is responsible for ensuring compliance with contract terms, specifically supporting Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Small Business Enterprises (SBE), and Service-Disabled Veteran-Owned (SDV) businesses, as well as large prime contractors working with these diverse business types.
Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.
Typical Duties
- Provides technical support to suppliers during the pre-award phase regarding MBE/WBE and SBE/SDV utilization on Metro projects.
- Assists with day-to-day operations, utilizing Metro's iProcurement System and B2GNow platform.
- Reviews and assess the utilization and compliance of MBE/WBE and SBE/SDV participation on Metro contracts.
- Submits compliance reports and utilization findings to appropriate divisional staff.
- Presents Equal Business Opportunity (EBO) and Small Business programming during pre-bid meetings.
- Presents MBE/WBE and SBE/SDV participation findings during the solicitation evaluation process.
- Reviews and reconciles contractor-provided MBE/WBE and SBE/SDV utilization details, financial reports, and supporting documentation for accuracy.
- Monitors and ensures adequate MBE/WBE and SBE/SDV participation on awarded contracts, providing Year-to-Date utilization reports as needed.
- Uses various information technology systems to track and manage procurement tasks and compliance activities.
- Assists in generating Final Analysis Reports, detailing MBE/WBE and SBE/SDV participation achievements for assigned contracts and purchase orders.
- Resolves compliance-related inquiries and issues, providing guidance to both internal and external stakeholders.
Minimum Qualifications
Bachelor's degree in a related field such as Business Administration, Finance, or similar.

Preferred Experience, Knowledge, Skills, and Abilities
- Master's degree from a related field such as Business Administration, Finance, or similar
- Knowledge of government procurement, RFPs (Requests for Proposals), contracts, and agreements, particularly as related to MWBE programs
- Certification as a Compliance Administrator (ACCA)
